Overview
The enumerated powers of the United States Congress are the powers granted to the federal government of the United States by the United States Constitution. Most of these powers are listed in Article I, Section 8, and provide textual source of congressional powers. The Tenth Amendment to the United States Constitution leaves the residuary powers to the States, and to the people. The Amendment reads: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
